As far as I'm aware nothing has been confirmed on the possibility of custom factions, most that's been confirmed is faction wars

A lot of people suggested it because it's only natural that we have the options to do that.
Added it into two of my suggestions, one for a Game Master Mode and one for Campaign 2.0 ideas
if you don't mine me adding to this
Being able to mid to late game create stations to affect or capitalise on the economy (in economy update) of other factions for profit could be fun.
Have a special "Create Faction/Station" button that creates an entity with no capacity to move (maybe a Gyroscope block to rotate/maintain position and require other ships to dock to move station albeit slowly enforcing station locations to be rather permanent).
It would allow the player to have a sort of shipyard/base to refer to to drop items of to let the station slowly trade resources away and you could even include special crew convoys that will dock and give more crew (effectively increasing the max crew a player can possess from the current cap) locked behind creating that station/faction to begin the next part of the game of faction management.
the faction management part is where you can create blueprints to save to the faction that will spawn based of off your own factions control of money in a separate faction wallet you can deposit and withdraw from. Further more you can limit the min amount of items on station so it doesn't sell all your resources in case you are collecting them to upgrade a ship. can even set the prices of the stuff you are selling and the chance that the traders will buy will depend on factors of demand and how much that price deviates from the norm so you cant sell it for millions but you can get away with 1.7 times the original price if the area is in desperate need of the resources.
faction/stations would be allowing the player to play and interact globally with other factions to go to war and maybe conquer the whole galaxy if the player so chooses to.
Add potential diplomacy options with factions and make relations with factions more permanent at this stage so that way going to war will create hostility unless you gift heavily (Millions of credits) or agree to a ceasefire. lots of options here.
i imagine gifting might work against the fsr the most and maybe monolith too
but less with cabal and least with imperium
