All three saves have the same ship as in your screenshot, but they all show the expected number of available coils. Either they're the wrong saves, you're loading the menu weirdly somehow, or the problem doesn't persist after a save and reload.

Shouldn't matter when counting resources. Both the inner and outer sections have airlocks so it's technically contiguous anyway, crew just don't like to move between them.
