maybe the description could be updated to add

"Gives +25% production speed for each
adjected factory of any type."

or

"Gives but doesn't receive +25% production speed for each
adjected factory of any type."

Diamond smelters are instantaneous, they do not have a production time. Thus they do not gain a production speed buff
