Does it still happen when you launch via Steam with No Mods?
Maybe a stupid suggestion this one, but have you tried to verify integrity of game files? It seemed like 2 mods are conflicting as it's targeting cosmoteer.rules and the missile launcher / HE missiles

I'm guessing game file corruption, either cosmoteer.rules or one of the earlier ones may have downloaded incorrectly or have corrupted in some way, game itself starts from what I'm seeing in the log, just crashes the moment it tries to load cosmoteer.rules an other files, like the missile launcher, HE missiles and the missile thruster plume sprites

Their log file had all of the signs of being on a pirated copy, plus they were using terminology that would fit with a normal application and not a steam game, plus they gave conflicting information about the install, plus they left immediately after I started to work towards getting their steam installation folder location to prove it was different from the logged install location. The only thing I don't really understand is how it got broken the way it did.
