biggest problems:
1: how to use 0.5 steel?
2: structure is supposed to hold stuff together
2: It can also not and just be an outskirt for added integrity on the outside hull (EMP resistance and stuff). It's also not a necessary unwritten law.
1: Now that's a dilemma.
This would genuinely require to double every requirement for steel.
Or maybe just you know, round it up to 1?
Not the end of the world I think.
Existence of Structure spike would make up for the slight consistency loss.

cost, drop rate, ect.
That is too hard to code in for a funny deco spike. Even I can agree with that.
Even if structure spike was a completely free item that didn't affect ship's performance in the slightest and cost nothing... I think the game would be slightly better with another hull decorating option (And a pretty handy item for hinges).

Whenever I've seen EMPs hit my ship, they'd disintegrate the structures first, seemingly absorbing its effects. Weird.

2x1 armor blocks being removed would make the game loose so much strategic depth...
