By one poly do you mean one mesh? Were you able to get to the point of weight painting?
Yes, I mean one mesh
I cannot use the weight painting
It says this mesh is not attached to an armature
It do that for every bones
You need to drag the mesh under the armature. It should indent slightly when you do, similar to the bones.
It should let you weight paint then. So long as the mesh is nested under the armature you can place it in any order, along with the bones. I suggest leaving them directly under the armature for simplicity.
I think there's currently a bug with changing the order of elements in the outliner. But so long as you can get it nested, it should work.

No worries. The outliner should look like this when the mesh is nested correctly.
You should also be able to hit the caret and all the meshes that are assigned should also get collapsed along with the bones if they are properly placed

Yes, the armature won't recognize the meshes if they aren't nested into the armature. You won't be able to weight paint the meshes until you do that.
By blocks do you mean a cuboid mesh or just a cube? Only meshes can be added to armatures. You can tell the difference in the outliner. Meshes have the diamond icon, while cubes have a cube icon.
