Hmm, so not a permission issue then 🤔
Try manually moving the pack to Minecraft's resource pack folder.

(if you don't know how to get there, in Minecraft, go to the Resource packs menu and there is a button to open the resourcepacks folder)

Or as in it shows up, but when used there is no visual difference ingame?

K, that just looks like a roundabout way to give a CustomModelData component to an item without needing op permissions.
