I have texture(same resolution) and I need add this texture as layer to other texture. In additional, is there way export layer as png?

No direct way to export a layer as png (besides disabling all others and saving the texture I guess).
And best you can do for "adding texture as layer" is to select that texture, go to Paint mode and use the selection rectangle tool, click into it and use Ctrl+A to select the whole texture, then copy/paste it into the other texture as new layer.
