Whether a block supports transparency in its texture or not is unfortunately specified by the game code, not your model/texture.

Like, is there a documentation abt these things, does it require optifine, CIT or something.
It's not something a pack controls.
it's specified in the game code, which is not something you can touch (without getting into modding territory)
... well, I guess you could edit the shader files, but those change every other version 🤔
if thats the case, ill find a way to render the part i want without getting into modding territory xd
