The "border" is solely based on your cube's position and size values.
Depending on where your pivot point is you can push the element more or less far visually.
Technically you can move a Block very far out of visual bounds by just editing the pivot point values (of a rotated or resize:true cube), and it would still be valid ingame
Oh so if i move the pivot point far away from the cube, i can push the cube outside of the border?

Pivot point tool moves the pivot and adjust the position values so that there is no visual cube position change.
Editing the pivot point values directly won't auto-adjust the position values and hence visually move the cube (if it's rotated, won't do anything visually on a none-rotated or scale:false cube)
I just tried and this cube is still inside the border unable to be moved, i changed the pivot directly
