Can't get particle effects working

I made a basic particle json using snowstorm, but when I make an animation and add a particle keyframe with the particle it and a locator, it just doesn't work, and idk exactly what is going on lol

Actually making the particle isn't hard it's incredibly easy lol, it's using it in block bench that I am having trouble with
