I think no eyes, and if the legs got darker to the bottom so it looks like it fades into darkness would be cool

Minecraft is limited when it comes to accomplishing horror in a character but I think leaning into the environment will help the moment you find them feel more threatening

A lot of horror isn't the monster itself, it's the sound design, imagination and such

It's where you imagine it to be scary and it's implications instead of the looks itself

Horror is mostly subjective. It depends on multiple factors, like Kinkat and Markyy both said.

I'm not sure what type of horror you're going for, so I'm going to go with more general feedback. Keep in mind, these are my thoughts, so YMMV.

Given the stature, the enemy should be at least two heads taller than the player, or the ribcage/shoulders should be widened slightly at the top to make it appear larger at the top. That, combined with fading the legs at the bottom to blend in with the environment would let it pop out of the dark.

This would give it a more looming presence, but expanding the ribcage at the top/shoulders wouldn't take up too much more space either. The one issue here is if it needs to fit in specific spaces, it could throw off any pre-built scenes.

Personal opinion: Animate the lower jaw. Things that can open and close their mouths in games to bite you, especially in minecraft, are freaky lol

maybe you could change the posture of the dude, he's standing fairly upright which doesn't match the 'crooked-ness' of the hands and fingers

This makes it more noticeable and less scary
But the environment and behavior are also very important in order to make something truly scary.
You can also turn to tricky techniques like adding blood and other body horror ingredients, such as protruding bones and deformation of flesh.
