click the hamburger menu in the corner of the viewport (see the icon I circled in red in the screenshot), then Add Reference Image.

You can also find in the Top bar the menu View, then Edit Reference Images to move your reference images, delete them, resize them...

Double clicking/tapping present reference images should also let you do that

rightclicking the background also gives you that option

You should say opening the context menu, it is input agnostic: Blockbench supports multiple input types.
