Questions about hat layer on player skin

1. What is the pixel distance of the usual hat layer on the head model?
2. Is it possible to display an item on a skin with hat later active ? I make hats and so far in bb the hat layers are always off. It would be nice if I could see whether or not the hat clips through the hat layer, or maybe should i put this in bb feedback?

I did that but the hat layer did not show up
