So apparently I saw the Item wizard for bedrock but couldn't find any for Java edition so is there any way to create armour pieces for Java edition

Mods can create armor, yes.
There is no Java Edition wizard cause the Java Edition has no concept of new items etc. without mods.

Yes but like I want to create armour without any dependency mod and mc creator
