Java: Culling

Minecraft hides (culls) the faces between solid blocks to improve performance. To avoid this, remodel a non-solid block. For example: Glass, Pressure Plates, Flowers.
Alternatively, display the model by putting it into the head slot of an invisible Armor Stand or inside an invisible Item Frame, or by using the new Item Display entity.

Is this possible only with the resource pack? Does that mean I have to change a special code in json?

That behaviour is hardcoded depending on teh block.
The most you can do is tell your own model to not get culled (which is the default with custom model anyways.
There is no way to tell teh game that your block should not cull other blocks (without making a mod)

and no, a data pack cannot solve this either

whatever blocks that Optifine pack used were either non-opaque blocks or they turned of culling for all blocks (which would be very bad for performance)
