the textures -> block folder looks like this
Assuming you are using the downloaded version of Blockbench, the problem is that your textures where not in that folder when you loaded the textures into Blockbench (or you didn't save your textures to that folder directly from Blockbench)
how do I fix that issue
In Blockbench, rightclick the texture, click "Change File" and load it from the proper location.
Repeat that for all textures.
Then export the model again.
alternatively manually write block/hat1 etc. as those textures here

I can't export it into a zip file. can I just unzip the folder and rezip it when i'm done or will that mess something up>
your pack doesn't need to be a zip file in the first place

It only needs to be a zip when you are trying to send/upload it somewhere, but for local using a normal folder instead works just fine
A normal folder even lets you edit the pack while the game is running and reload it with F3+T ingame.

I think I did something wrong when exporting
I exported directly to the folder
not loading as in error cube or as in it just shows the default model?
