those eyes arent really 3d, but if you wanted it as their own object so they can move around and stuff, I would say you can put a plane infront of the face. Unles you mean the bangs in all of these, but i dont think you do?
They are not 3d but I take them as examples to give you an idea.
and Second I mean something like this
I see, you could do a rectangle mesh, loop cut it vertically from like, a fifth or fourth of the rectangle, to then curve it down, so that its the shape ish of the ones you want while keeping it in style
this is really lazy and doesnt look great, but just an image to describe what I mean
you could curve it n stuff to fit to the shape you have, or start with a diff shape so that it looks more blobby
i think they're just flat planes with textures
