You're supposed to flip on the proper axis.

it might have something to do with the placement of your elements, hierarchy/parent rotations etc.
also your other action after copy before flip
that's why a record of your action matter, else this topic is going nowhere

Duplicate the arm including the folder it is in, then select one of the arms (including the folder), go to the top bar > Transform > Flip > Flip X.
