I'm trying to rotate a pixel, but whatever this thing is called is appearing very far away from the pixel itself and causing the rotated pixel to go somewhere completely unwanted when rotated

That's what the pivot point coordinates for: determening what point something rotates around.
You can click the icon next to them to center the pivot point on the element.

Either vie File > Preferences > Keybindings or by Alt clicking the tool (works for any tool btw.)
