Carved Pumpkin texture not displaying properly

as you can see the carved pumpkin on the left (in the item frame) is what I made and when I place down the pumpkin it displays it like the block on the right

Looks like you have a second layer and is using transparent texture which carved pumpkin doesn't support so it display a solid color

whether a block supports transparency in the texture or not is unfortunately hardcoded to each block
