Very true, something that also helped me is that I have always played single shoot, it is more precise and less risky for civilians who are nearby.

There is a bug where suspects drop the weapon but do not kneel when surrendering while affected by gas (pepperball or CS). While in this state, continuing to pepperball them is unauthorized force.
You can see the weapon drop and the prompt to order them, which means they count as surrendered.

I'm sorry but the speed at which he takes aim, kills my bud, realizes he has killed my bud (and doesnt have to shoot at him anymore), takes aim, and shoots me is just ridiculously fast. I don't have a very good reaction speed when it comes to this game, and neither do most people I play with. I wish there was at least a difficulty setting. You can see my bud die if you look between the planks. His body hadn't even hit the floor before the enemy switched targets. This is just stupid.

Anyway I will add getting the meldonin achievement is basically impossible unless you use the intimidator and negotiator officers, or get very lucky RNG. This is because a lot of the civs on that map will simply refuse to surrender for wayyyy too long and that time adds up quick.
