Think you need something with less oomph on it. That recoil seems like a lot.

Only thing I can think of is:
Your sight was on his head, but you are "sighted in" at a further distance, so your bullet at that range hits below your retical, since the barrel is physically lower than the sight is, and it's not sighted in at such a close range.

IE: retical on head, bullet flies and lands in the shoulder/clavical height.

That's the best excuse I can give for the game and why that might've not counted as a head-shot.

If it does in-fact one-shot on ALL headshots without some kind of armor, then that's the only explination I have.

Testing this atm in game, and there is definitely an effect like this at play... Different firearms and different sights might have worse or less problems with this.

The worst I have with the default starting gun, is basically at point blank, middle of face = neck shot, but a little further than that, and it was only maybe an inch lower.

but who knows, I'd try that with your gun, see if it's shooting lower than you expect at certain ranges.

Either way. There is a reason you're supposed to be shooting center of mass.
