I've had really bad luck with the P92 myself - just based on "feeling," it seems like the weakest pistol that isn't the taser.
Between the low frame rate of the clip, plus the fact that both you and the suspect were moving, it's hard to tell which shots hit and which shots missed. But I'm inclined to say that most of those shots missed and the AI did the classic snap-to-headshot maneuver

Keep in mind she's high like a ceiling and drugs plus adrenaline can supress pain, unless you shot off her arm.

She was in a small room with a knife, standing by the door with a civilian just behind her within arm’s reach, and ROE would not permit us to just shoot her unawares through a window or door like that.
Breaching shotgun was used to put as much space between her knife and the two of us to open the door, but that introduced a delay to switch weapons back to the primary shotgun (leading to the delayed reaction from my partner).
I used the magnum to reduce the risk of the shotgun spread hitting the civilian next to her in the room, drawing her out and positioning to reduce the risk.
And yet she still tanked my fire until she had managed to inflict severe wounds on me. Aside from learning to get headshots with a magnum, anything else we could have done better?

thru mods only but from what I saw none existed so I recommend making it yourself, or just tweak with the game files (the latter is irreversible unless you make a backup of those files)
