It took me a week to S rank this. They cannot be injured at all. Once the suspects start to argue with a civvy, you have a short window before they get shot. If you don’t believe me, turn on replays so you can see what all happened on your run.

A civilian who gets injured can still give you full points because they are alive, but you won’t get S rank.

You have to be fast and lucky. If the spawns work in your favor, you can use the northern entrance and take out three in the science area. But getting to the library is where I always had someone get shot. Auditorium was always 50/50, but it was always one person in the library that cost me a S rank. If you can get three suspects in the first minute you’re off to a good start. But sometimes they hear you coming and shoot civilians before the “three minute” mark.

I've had people who I shot a bunch through cover, thought I just incapacitated but then they died from their injuries a little while after reporting them as incapacitated.
