I lowered my resolution down to 1440p and... now I can max the game out at Epic settings, resolution scale set to 150%, motion blur set to my preference, vsync enabled, bounce light enabled, per-object shadows enabled, world decales enabled and set to 100%, and DLSS set to "Quality" and I'm hitting 80fps in the police station which is perfect

Keep in mind that it does its best to load all the assets, but there may be a few it misses (I assume.) You should have a relatively smooth experience though, stutter wise, even if FPS is low.
