Curiously, it seems like there are single digit numbers (e.g. 1 or 2) and two digit numbers with a leading zero (01, 02) which may or may not mean something different. Previously suspected to be nested encryption until 120 seconds ago (thanks Kaminsky), now confirmed to be two step encryption
