Okay so I did some digging around and "UUUS76 MLLX 2246 NMSMIX" is definitely decipherable and an actual valid code, some stuff altered, one part missing.
UUUS76 seems like a type of warning and region indicator. the US in there is just United States and can be discarded
MLLX is the RADAR that the data came from
NMSMIX is two things
NMS is the type, just like how for Katrina it was NPW (Non-Precipitation Warning), there's something with this one too. Doesn't matter though.
MIX is the region that it is issued for

However, one important part is 2246 is missing something.
Not only is it the wrong time (2246 UTC or 1546 PST), it is missing the day of the month
Now one theory I have is that this might be to do with the launch day. They might just be hiding it for now because either they're not sure of the launch day or they want to release it later. I'm not certain on this, but it's possible. I mean why else would they hide just the day of the month that the event happens in, it's totally irrelevant in any capacity to the lore.

Some other stuff:
Antonio is the very first hurricane of the season, as it starts with the letter A. Hurricane names are always consecutive alphabetically.
It should start in around middle of June/early July based off of what I can see statistically.
However checking the stats for where hurricanes often appear and how they go, very few make it as far as San Diego (Where LS should be technically)
But the most common timeframe for this is around August for the formation

However based on the estimates and the naming, I place the trailer day to be sometime in mid to late July

So far I've made 2 assumptions (or observations) regarding the names:

The plaintexts have the same 6-letter endings
Both file names use the same cipher
It was most definitely encoded with a substitution cipher (it can't be a transposition cipher, because the hurricane warning file name has no vowels), but the sample size is too small for frequency analysis, rendering that method pretty much luck.

Yesterday I tried applying every possible caeasr cipher to the names, with no results.
I'm also 89% sure it's not a vigenere cipher, otherwise the endings wouldn't be the same (unless the keyword is one or two letters long).
For the past few hours I've been searching through lists of words with endings that could match the names - no results.

So to summarize, from roughly 6 hours of overall work, I'm only able to tell what the names most likely aren't.
