Quick play you just can do levels in any order you want, while commander is the more story mode that saves and forces you to do levels in order. First play through I recommend commander but afterwards quick play is nicer since it lets you use retry instead of having to go back to station everytime.

You can also just choose to do the levels in order if you want. Ready or not’s levels are ordered top to bottom by difficulty, and there are sections of levels that are intertwined by similar themes / suspects following an investigation. There’s some one off levels though too.
