This game was always made for PC, expanding to consoles came with the limitations where mods will not work. Simply put Unreal Engine just does not allow it.

Those are Trailers units. They were added long ago, once you neutralize all suspects they move in and start grabbing bodies of dead suspects or civilians, and even alive suspects/civs and transport them out of the map, sometimes they bug at the spawn. They should also grab evidence along the way

They never expanded outside of quickplay which is a shame
