Because they can be in your line of fire. It's to avoid them getting accidentally shot, even by suspects themselves, happened to me a couple of times and had to restart because of it. It's pretty a useful thing if don't want your civvies to get hurt.

You know that part where you need to negotiate with the scavs for the robot during the prologue? If you're a nomad you won't be taken seriously and you'll have to kill everyone if you're a street dude they'll respect you more and will be less likely to shoot you anyways, but still even if you antagonize them they'll shoot you anyways but at least as a street dude you can be chill about it. It is a bit different.

Still is a spineless thing to do cause OW1 was still a different game with its own stuff. I never liked fusions. Just take cod HQ as an example. In order to play the newest entry you are required, FORCED, obligated and segregated to an application that weights 100gb. 100 gb of nothing. A game deserves it's own page and system, as it always worked from the early age of gaming.
