not sure if it's possible on consoles, but i beat the iron mam mode with alt + f4 (basically when someone died, i just closed the game fast and the mission didn't count)

At the end of the mission on the score screen it tells you if you missed any evidence. But even if you didn't miss any, you can still get a low score because of several different factors, such as failing to arrest the main suspect, killing too many suspects, a civilian dying, officers dying, etc.

5.7 AP at point blank has a minimal 70 damage x 6 = 420 total headshot damage, so the only way it's wont down suspect is shooting through any cover or even suspects arms

Tasers in real life are great when they connect and there’s plenty of bodycam footage that shows they do not work due to loose clothing or just not getting through the clothing

And an officer is not always gonna be armed with beanbag shotguns or pepper ball weapons

There’s no budget issue, it’s already pretty good in its own right so it’s a “gotta work with what you have” situation as far as I know

This goes for primarily patrol cops in a rapid response or first on scene situation, SWAT and more organised responses will sometimes have one on non lethal or taser whilst others are on lethal

Again take that with some salt cos I only know from watching bodycam footage or other sources of information such as Donutoperator or angrycops who are veteran police officers
