I think one of the problems is that you are hugging your barrel with a corner or a wall, it is possible that by moving as the gun sways you are actually hitting the corner rather than the suspect

And with the suppression and stagger you receive from getting shot at, you are definitely going to miss your shots, or your shots will fly away where you do not intend

Main benefit of hollow points is the extra arm/leg damage. Which is considerably higher.

For shotguns, just use buckshot if you don't want to worry about it.

Slugs are "technically" better for 1 tapping chests at up to lvl3 armor, but are very bad against lvl4 armor and limbs.

Buckshot always does a gazillion damage to unarmored arms/legs/head/torso, so you can pull off 1 hits against even the highest-armored enemies.

The MKV handgun will 1 shot leg every suspect in the entire game with JHP rounds.

Besides that, other calibers still have the extra diceroll for bleeding that will be fatal, but not instant, no.
