Equip taser and give all your squad mates tasers. If he gets stuck just tase him a couple dozen times. It worked for me

The way i combatted that since i tried tasing and pepperspraying and that didnt work, open the door from the side he is bugsliding to, place C2 on the opened door and detonate it, it will incapaitate him but he will get up and you will be able to arrest him
