It doesn't remove the parents, it just sets standards and best practices for what is made under what rating and what sort of media is put out there.

It also exists to prevent misrepresentation, people hiding things in otherwise innocuous media, and prevents things that are genuinely unsuitable for media presence. Granted it does require constant review and revision, but I feel it is a thing for good. Games still have political stances, can still send messages, and push ideal but it categorizes stuff so that you at least know what you're getting into.
