The reality is, theres two scenarios:

#1: Sniper on a sniper spot.
Jailed to that spot, mostly not involved in the teamplay.

and

#2: Sniper part of the team.
Very very rare oppertunities to actually act as a sniper in the mostly close quarter combat maps.

Its a pain in the ass to get this right.
