Verify files within steam, run task manager and have the performance open, see if anything maxes out. And if you feel the need, run command prompt as admin and type "/sfc scannow" it'll do a file verification and correct any minor corruption (if your OS is dying by the time you realise you need to fix, it won't help without a CHKDSK run) The last two are overkill and likely not your issues

To us, it would be fine, to everyone else, they would make a show out of it or try to be angry for no reason. There is a large crowd that also draws the line at paying for the base game and maybe some dlc. They are not gonna be happy.
