Ah yeah. I got close, got like 13 before I screwed up. I got them all to submit, moved them all to the same room, and just had blue team sit and watch em

dont arrest them. They will likely fight back but after they submit a second time they are no issue. I got unlucky, got all 15 in a single room, started arresting, and one fought and one tapped me to the back of the head before the AI reacted

it takes some practice but its doable

I personally went through and got a like C or higher for all the missions and then went back and got A/S on all the missions. I found it more fun that way

Getting higher grades does give you achievements and cosmetics though. If you care about those, you want to try and get S on all the missions

Yeah personally I'd say play however you like, then if you wanna unlock everything just go for S rank right away (don't kill or injure any suspects/civilians, no friendly fire, don't lose a single officer, get all evidence and soft objectives)

S means you have to do a few things:
1) All main objectives
2) All soft objectives
3) No deaths (you, your officers, civilians, or suspects)
4) All evidence (dropped guns off suspects)
5) No penalties (friendly fire, ROE, etc)

Yeah, you cant harm anyone. You want to give your ai pepper guns (not the shotgun, it can kill to the head) and remove all their pistol ammo. Then just use a ton of stingers and pepper and go to town

This was the loadout I used for the whole base game for the most part, with just some small tweaks per map. Only major thing I change is each team, red and blue, I alternated mirror guns and rams. So each team had one mirror and one ram.
