I was speedrunning, low ready 90% of the time, and shot 4 suspects spread out throughout the building
yet they were so spaced out and mobile it felt like there was just nothing I could actually do

Lethal Obsession and elephant are the only ones with static counts. The rest range from various numbers but usually has a minimum roll and max roll of suspects, Same for civs

If you're reading the doc though sometimes it's off. Like Valley for the dolls it's 14-16 but you'll never have 14 in vanilla. The game doesn't count both Voll and Levi. So the lowest count you can actually get there is 15 suspects or max of 16. It's 13+2 on that map or 14+2. The +2 being Voll and Levi

VOID keeps their internal team small so we don't get forced into the phases of over-hiring when we're busy and firing when we're not, so the team is just about always hard at work doing something for the game.
