There are two offline modes, commander and practice. They are both the same game, but commander has mechanics relating to permadeath and managing your swat team. Nothing like a cinematic campaign, the story is either through briefings or the map itself.

I recommend doing the tutorial and then deciding if you want to do commander or stick with practice, your choice
