Also as as side note I can’t be the only one who thinks that having the civilian-taking-photos animation be in the same state as on the ground surrendered, is stupid. If they’re taking photos, you can actually order them to turn around and other things, and cuff them despite nothing about the visual feedback suggesting so, so I can just have them turn around and they stupidly continue to snap photos of the wall behind them. This also means you’ll get served a penalty for using LtL on someone who is visibly not complying.

It's a fair complaint. Albeit it's an issue with the engine RoN uses, but performance wasn't so bad before. Shaders need to be compiled per every update and VOID hasn't bothered with shader precomp, so there's that.

Once the final UE5 transition was ready we could either choose to wait until after DLC 1 was done (and miss out on feature benefits of UE5 + need to retro-actively update those things to UE5) or get UE5 in and start benefiting right away

the modding tools being outdated was an unfortunate realization, it's not too late for them to get updated within a reasonable timeframe tho
