I was using a 4060 with a 12th gen i7. Frames ranging from 120 to 25 depending on how fast I moved my mouse

I can get pretty good frames on maps like hide and seek and sins of the father which are visually very nice, quite large and have a lot of ai on it
meanwhile maps like ends of the earth which is significantly smaller with less ai somehow runs like total ass

I think quite a bit of the poor optimisation is the maps themselves tbh. Im no game dev so I dont know but it could be bad culling in areas causing the game to render more than it needs to, and maybe too many high quality assets, like the end of the tunnel on rust belt probably drops in frames because of all those stalagmite/stalactites. which Im going to assume dont use less resource heavy versions

Not saying it should be an accepted norm at all. I'm saying that these games that tend to blow up end up running into server issues because they didnt anticipate the turnout. The first game iirc capped out at just under 7k concurrent so 450K+ is pretty unreal to fathom if i were in their shoes imho. Even with sony publishing it.
