It's intentional by design. The bombers specifically will not surrender if they're "in range" of the player (within around 10-15 meters) instead they will just repeatedly try to rush you down.

In order to get them to surrender you just have to create distance + stun with NL

I won't say the system works flawlessly 100% of the time.

But based on the fact that it's an issue completely related to the bomber (and melee/knife enemies) that can also be re-created, I'm gonna say it's intentional.

If I had to guess, the bomber is coded as a "melee" unit but considers his -engage SWAT- range to be much larger, and while within range, he will not (cannot) surrender.

Unfortunately without the dev overlay Void has access to, nobody can ever be 100% sure.
Unless you used like cheat-engine and somehow scrubbed through active memory to find individual suspect morale values in real time.

There's too much going on under the hood, like if suspects have LOS to another un-surrendered/un-stunned suspect, they constantly gain morale. Which makes it appear as though the system is bugged (and they'll never hit 0 morale). Even though it's functioning as intended.

i think one of the main themes is basically the banality of evil for lack of a better word, and the idea that bad people are almost never grotesque saturday morning cartoon villains, they all have things like friends, heartbreak over past relationships, hobbies they're passionate about. and most importantly, they basically never do evil shit just cause, it's always for reasons most people would actually find understandable if not commendable (e.g. in arthur's case, helping his friends)

even micah isn't really a simplistic Evil Psycho Guy character, if you bother to spend enough time in camp (especially during the parties), it becomes clear from his drunken monologues he's basically a broken man who's eaten so much shit in his life he stopped believing in good and evil and apparently doesn't even really understand what those words mean anymore

so basically yeah, you're supposed to feel sorry for arthur, but at the same time to realize he's 100% a bad man until he has his red dead redemption 2 in the final act

the only point of reference i can think of (as in a game with a remotely similar central idea that does what you're talking about) is the old star wars game republic commando, it's a tactical-ish squad based-ish shooter and all your teammates allegedly have a personality and all

one of the issues with such as system is the huge different combinations of officers which you can play with in commander mode

would be nigh on impossible to create bonds between squadmates

but a game of this size usually doesn't have a 150 million marketing budget or a graphics engine built from scratch, but for the voice acting you still need to rent a studio, hire the cast, the director, the sound engineers, the mixing guys, etc. etc. etc., it's a massively expensive undertaking even if you go for the cheapest options there are. plus there's always, ALWAYS unforeseen expenses in that, like having to fly all your actors out to the studio again cause of a major rewrite
