When you have the metagame knowledge, it makes sense to look specifically for the gun itself, but the fact that suspects continue to animate as if they have a gun in their hands makes the overall read unintuitive.

and i may be wrong on this, but hitting them with a beanbag doesn’t seem to/never has given me unlawful use of force so hitting them with a shot of that doesn’t hurt
