It is not. Case by case basis, for some people regardless of how old or new their hardware is, there is a possibility DX11 will run better than DX12 and as Niventill said, your experience is not universal.

Once the game's performance gets fixed I am going back to DX11 because the only reason I am on DX12 due to higher frames.
