Instead of only controlling 4 officers with no perks , you control the entire SWAT team of LSPD with different officers that offer different abilities… the main thing is that you want to kill as little people as possible as they will have a stress mechanic where if they are too violent in a mission then it will become an anxious or stressed and if their mental health goes in the garden, they will quit… then you have to replace them
