Ren background coupon is NOT account bound like the patch notes says it is

Accidentally claimed and used the background coupon on my Ren in challenger world. I went to my character backgrounds in Kronos and it is not there. According to the patch notes, this background should be able to be used throughout the account. The item description in-game says the complete opposite.

GMS patch notes are always unreliable. You can extract it into a coupon before you leap back to Kronos

Nexon should just add a caveat in every patch notes saying "the notes are subjected to changes/edits and they are not final"

there will be an npc added when they enable leaping off CW, just talk to them when they arrive
