@crystal pumice @silver ravine a temporary work around was found if you could please foward it to whatever team needs to see it to hopefully gain some insight into how to fix the issue on your end

here are some temporary bandaid fixes that seem to work for the the majority of players, hopefully this helps you guys find the root issue. (people assume is related to NGS not booting but no concrete proof)

Reinstalled the game after removing all the registry references to Nexon, removing programdata\nexon, and removing related appdata folders. Still doesn't work which is wild to me

I did find out that doing the workaround with no NGS folder only generates the blackcat1.sys file and not the others I've seen so that's odd

Find the shortcut
Open properties
Add "runas /user:[username] " in front of that's already there. Copy without the quotation marks, and change [username] to whatever you set your secondary user as.
Mine reads runas /user:Maple2 "C:\Program Files (x86)\Nexon\Nexon Launcher\nexon_launcher.exe"
Click Apply
Run Nexon Launcher using the shortcut. A CMD window asking you for the password to the account will pop up
Enter password, press Enter.
Proceed as normal

If you're on nexon launcher, let the download go for a few seconds, then pause + cancel it. Go over to the folder where it's trying to install the game. Copy the "old" game files into the "new" folder. Launcher will show "Update" at this point. Clicking "Update will verify game files and it'll change into "Play"

It's got this weird thing going on where if you point it to where you installed maple, it'll create a second maplestory foler INSIDE that folder and try to redownload lol

so if I installed to G:\Maplestory it'll try to redownload to G:\Maplestory\maplestory

Just remember to move it back when this gets fixed and we don't have to do this second account any more lol

You don't need powershell.

Just go to settings > accounts > other Users > add account.
When it asks for email or phone, select " I don't have this person's sign-in information" > "add user without a Microsoft account" > create user
Then change the account type to admin.

Start steam and make a new Steam folder moved steamapps to my Steam2 folder where i have maple downloaded and then start maplestory

I haven't seen any reports of that in this thread. The only thing that this workaround does is allow the game to start "normally" so any crashes you experience should be unrelated.

The game does not open if it doesn't detect NGS running. That's why there's no crash logs for this behavior. Maplestory.exe is behaving as normal in that it terminates the process when it doesn't detect NGS running. What's abnormal is that it doesn't call the process to start without the workaround.

The game process is supposed to make several calls referencing the blackciper folder found in the game's install directory but that isn't happening for some reason without the workaround implemented

The weird thing is someone said they could open mabinogi and ngs would run fine. The mabinogi blackcipher file sizes were different but it shouldn't be that cause the workaround uses the same MapleStory files and is able to run.

It's gotta be some borked registry thing. Messing around with the 'user/appdata' files yielded no results and those were the only files I could find that were different between users.

Have you tried downloading? What happens?

Launcher will verify what files already exist before downloading. Chances are that it'll see those game files already in there and realize it doesn't need to download anything

My laptop and desktop are both on W11. Desktop doesn't work, but laptop does. That's two different things. Hardware config, and windows install. I'm gonna see if a fresh install works with my hardware

ultra unlikely, since you're just making a new user acc to launch the game as. If it was bannable to do this, then anyone with the issue would have been banned already, as the game attempts to launch without the anti-cheat outside of the workaround.

and/or appdata files that i didnt know belong to blackcipher that i havent tried to delete that might cause this issue

Start Maplestory
maplestory.exe calls BlackCipher64.aes (maplestory\appdata\BlackChpher)
BlackCipher64.aes starts (found in Task Manager as Process Name "Nexon Game Security")
BlackCipher64.aes~~ reads config.bc in the same folder and ~~generates blackcat1.sys at %programdata%\Nexon\NGS and loads it as an ephemeral kernel driver of the same name
maplestory.exe sees the kernel driver and proceeds to load as normal

The issue is at step 2 I think. The broken instance just doesn't use BlackCipher64.aes for some reason. The BlackXchg.aes in the screenshots I sent are more to do with how other programs can communicate with the game for things like overlays, hence the name "Black Exchange"

I also want to point out that it does a directory search at the beginning so the game process should know that the BlackCipher exists
