I've completed painting the 3 souls with Billy and almost at the end as I have completed 10 keys But the rain washed off Nameless Soul’s paint and Billy won’t give more paint, and quest is now uncompletable. I can talk to Unfulfilled Soul but nothing can be done... could I please get those 2 keys so I can get the tottems..??

I'm pretty sure those keys have nothing to do with Billy or the colorless guys, so, not a bug.
