I dont want my game running at 240+ fps constantly
I already tested both in game
Then perhaps you have some control panel settings for your graphics card that are overriding these values? These functions work, they would not exist in the game if they did not, and I can cap my FPS just fine with these.
Are you running an Nvidia or AMD graphics card?
I could absolutely make these settings non-functional by overriding them via Nvidia Control Panel settings either globally or on a per-game basis:
So, if you have Nvidia, ensure "Use the 3D application setting" is enabled
Alternatively, you could force these settings in the same way through your GPU control panel, max FPS and Vsync.
Well, there ya go. Unity can't override that easily, certainly not of "Vsync" is enabled in the game AND your control panel... and you should also clamp your max FPS in your control panel, too.
Not unless you have some other 3rd party application interfering with this
By default in Unity, the 'Vsync' flag clamps FPS to 60 - that said, I have no idea exactly how Kenneth is doing this in his codebase, use of 3rd party packages, or default "Unity way"
I already tried using application specific settings but nvidia wont pop up software inc at all as its one single app.
I also didnt want to cap my fps globally because I wanted to have software inc on at the same time as other games

You can find where it is located very fast through Steam Library - right click on the item and select "Properties", and the in the "Installed Files" field there is a "Browse" button:
I figured it out now thank you I was using the add function incorreclty I thought I was adding the program where its 1. select the program I was looking for it in there my mistake
